CMMC Level 2 Self-Assessment vs C3PAO Certification

By Shaheer Malik · Updated Oct 22, 2026

Both cover the same 110 NIST SP 800-171 Rev. 2 requirements and both last three years with yearly affirmations. The difference is who assesses: in Level 2 (Self) your team does it and posts the score to SPRS; in Level 2 (C3PAO) an authorized assessor does it and enters the result in eMASS. Your contract says which one you need.[1]

When a C3PAO is required

Under the 2024 rule, Phase 2 would have added Level 2 (C3PAO) to applicable contracts from November 10, 2026. That phase was suspended on July 13, 2026 while a task force reviews the program, but the Department may still require a C3PAO certification as a condition of award under Phase 1.[2][3] Check each solicitation.

Which to prepare for

If your customers are primes that will flow C3PAO requirements down, prepare as if an assessor will check your evidence: final documents, hashed artifacts, a current System Security Plan. A self-assessment done that way converts to a certification with far less rework. A CMMC consultant can run a mock assessment.

FAQ

Is a Level 2 self-assessment easier than a C3PAO assessment?

The requirements are the same 110. The difference is who checks the evidence and that a C3PAO result is entered in eMASS by the assessor.

Does a Level 2 (C3PAO) certification cover Level 1?

Yes. A Level 2 (C3PAO) status also satisfies Level 1 (Self) and Level 2 (Self) for the same assessment scope.
